Sub-team scoping pattern documented
Added a Layer 2 extension on the hub landing, a new section on the deployment-modes page ("Scoped sub-teams within one organization"), and a new CISO FAQ entry (2.21) describing the configuration where a customer's GitHub organization scopes per-team repos with a shared agent-definitions submodule and per-project BrainSync partitioning. The pattern is customer-operated; the regulatory carve-out applies (HIPAA, MNPI, GDPR Article 9, EU Pay Transparency Directive, Illinois BIPA, SOX) — those workflows continue to require engagement-level deployment-mode and contract scoping.
